Is the SQL Server service running?
Start>Run>Services.msc
Sort by name and look at the status of the sql server service. If the service is not started, try starting it.

I'm sure it's not the answer you want to hear, but in your shoes, I'd consider starting over with the client... uninstall and resinstall everything, including sql server components... maybe...

SSIS is a great way to automate imports of datafiles... if you need to import and manipulate .csv data into SQL Server SSIS is the way to do it.

If:
-Client A can connect via servername\instance name
-Client B can not connect via servername\instance name
-Cleints A and B can both connect when specifying port
