Could be anything...
Have you tried DBCC FREEPROCCACHE ?
No network issues. The code is making a call to that specific proc in the same fashion it...

No. No workaround.I would drop the offending FKs, set them back after the partition switch.
So having "Check Existing Data On Creation Or Re-Enabling" set to No...
