GOT IT!
OK so I emailed my boss last night to gain some insight if there was a method to the maddness that is selecting the correct collation from the menu...

WHen I am on the Collation Settings menu I am not seeing an option under SQL Collations that ='s Dictionary Order, accent-sensitive ONLY.
Am I looking in the wrong place? ...

That is where I am at...I am at the selection portion where you can pick the collation but the selection names don't seem to match up...
example
Dictionary order, case-sensitive,accent sensitive....

The service account DOES have rights on the application server, it is in the local Admin group.

Is there a reason that you cannot go to SP4? Do you have any Servers that are SP4 SQL 2000 that have this issue?

So you stated that you can go into services and manually start the service...but when you go into EM, and attempt to start the service it...

What is the domain\account that is used to log into the server ? (Is it the same account that is used to start both services ?)

Did you recently change the password on the account that you are using to start the SQL Server Agent?
When you say "start the service manually" do you mean within Services?...
