SQL database goes through default TCP port 1433 (unless your SQL instance runs on a different port)

Is this a LOCAL or a REMOTE server?
If it's REMOTE, try Remote Desktop and use SSMS locally to see if such problem exists

Did you try a "Test Email" to that user email address?
If other email address work, then it's an invalid user
If no email address work, it's Database Mail setup issue

1. ignore DBID <= 4 (exclude system databases)
2. ignore SPID 50
