By the way, this was AllLinks table in STS_Content_TFS database. As you could guess, this is one of the TFS databases 🙂

Although, Microsoft says problem should be fixed in SQL 2000 SP1. I am running SP4. I am puzzled.

I found the answer. The key is @force_reinit_subscription. Once I set it to 0, changes were replicated without need to rerun snapshot agent.

Client configuration hasn't changed. It was working fine for quite a while. i have found article suggesting that SQL Server might generate this error while having many concurrent connections:
