Could you have a router or other piece of hardware equipment that is giving a priorty boost to some packet types over others?

Keep in mind the limits are lower if you are using Unicode data.

SQL 2K does a good job on it's own for the most part. Sometime setting a hard upper limit to allow NT to have some room is a good idea....
