Yes. Data for both are stored in msdb. In addition, you can script linked servers in SSMS by right-clicking on one and selecting 'Script Linked Server as...'.

Right, you can only edit an SSIS package in Business Intelligence Development Studio, commonly known as BIDS. There isn't any facility in SSMS for editing packages.
