I am not sure about specific utility for this reason but you can connect to all those instances from SQL-EM. Then it is easy to manage each at a time....

Follow this:
EM -> Security -> Logins -> R-Click -> NewLogin -> Database Access tab
Choose your databases that you want to grant READ ONLY access by check infront of it.
