when i run ALTER DATABASE DBNAME SET ONLINE command, i get the following result:-
Msg 5120, Level 16, State 101, Line 1

Your can also grant read write permissions only, that is if they will not be tampaering with the DDL but working on DML.

SQL 2008 come with query execution plan and estimation. try testing this queries and see the estimated results.
