I assigned the user to the TargetServerRole. The user then could see all of the jobs but received an error message that basically said 'cannot execute sp_start_job" ....

It can be that the authorization credentials are cached for the services on failover but jobs scheduled for later don't have the credentials cached.

Found the files and the restore is complete.
We forgot to restore the log file from midnight -- '0000'
Now at least I know the backups are working correctly!
