    Fixed ... I had the same issue with SQL 2005 Express Edition

    Go to HKLM\SOFTWARE\Microsoft\Microsoft SQL Server\MSSQL.x\MSSQLSever\SuperSocketNetLib\AdminConnection\Tcp

    Change the value of TcpDynamicPorts from 0 to 1434

    Re-install SP3
