And if index usage is high i look at the index fill factor
if it is low and tables are not...

You can look at the log files and may be you find somethinks what is going to wrong.. I think the same permisons affect that

Yes if you restore reporting service db and certificate it will run... all reports
but sometimes you can error in substcriptions

then I backup Encription Keys and then
Uninstall reportserver feature in sql server
reboot box then i reinstall...
