Wat version of msde are you using? MSDE 2.0 has support for 25 concurrent users MSDE 1.0 for 5....
(I think you are on 1.0 so an upgrade to 2.0 could...

Or use the Information_Schema.Tables view.. (instead of using sql server system tables)
