THis along with registering this worked for me as well.
regsvr32 "C:\Program Files\Common Files\Microsoft Shared\Repostry\repodbc.dll"

RE: "REBBRUI.rll is missing" error from Enterprise Man after installing SP3
I just installed it on a machine not via terminal services and receive the same error: "rebbrui.rll is missing".
