We had this issue some time back. It looks the dbid was not released when database was dropped. Bounce of SQL Service fixed our issue.

I may be wrong here, Could you create a test database and try it out?

Add the service account on which SQL Server is running as administrator on Y server and grant permission...

You can use below command to change the compatibility to 90.

Exec sp_dbcmptlevel Db_Name, 90
