For anyone needing assistance on this I was able to make this work by use of the USE [database]; command in a <CFQUERY> calling the stored procedure.

I did the following regarding permissions....

CONTROL ON CERTIFICATE :: xxx TO [xxx]
GO
GRANT VIEW DEFINITION ON CERTIFICATE:: xxx TO [xxx]
GO
GRANT REFERENCES ON...
