A lot of people I've been consulting looks at this expression like if it was the King's cloth... but I'm very humble: what is it?

Z-Index is the front to back position of an element on a grid. Like an x or y axis coordinate with IE and Netscape you can specify the z-index order so an item can exist over th top of another. (I assume you are talking about DHTML)
See http://msdn.microsoft.com/library/default.asp?url=/workshop/author/dhtml/reference/properties/zindex.asp for more detail and examples.
