I have a Windows 2003 standard with SQL 2008 Standard (32 bit). The server does double duty as a terminal server also.
I am upgrading RAM from 4GB to 16GB. I am planning to add the /PAE switch to the boot.ini. I am also planning on enabling AWE for SQL.
I want to make sure the kernel has all the 4GB it can use for TS and SQL use anything above that.
Will SQL standard use up to 16GB?
Anything I am missing?

all 32 bit
Standard 32 bit will only support a max of 4 GB RAM

It does indeed but the issue here IS the operating system. Windows 2003 Stndard 32 bit only supports 4 GB RAM!!
