  Anyone have a way to produce maps on reports, not just as graphic images, but reflecting underlying data, e.g. showing all countries in Europe coloured according to current sales levels in each one.

  Have a look at Manifold.

  http://www.manifold.net/

  It is fairly inexpensive and will probably do what you have described.  This is not going to be easy, but the good things never are.
