with out witness server can we set up mirroring?

If automatic failover is required, then you must have a witness. Otherwise no, it is not required.

actually witness server is an optional requirement in mirroring. If you choose "High Safety With Automatic Failover" option, then you need a witness server.

It's an option for Syncrhonous mirroring, although you can have a witness in Asynchronous mirroring Microsoft highly recommend you don't!!
