Without enable login auditing may I know who has stopped the sql server agent service?

I'm afraid you can't.
I checked the event viewer and sqlagent.out, but there's no user info there.

I'm sorry, I see that my reply is confusing.
I wanted to say that I have tried stopping/starting the SQLAgent on my laptop and I could not find the user info nor in the Windows Event Viewer, nor in the sqlagent.out file. I wouldn't know where else to check, so I guess there's no way to know who stopped it.

I think you should be able to find it under System category in Event Viewer. You are probably looking at Application tab/category. So if you select system, you should see an entry with Service Control Manager under Source. This should generally show who stopped the services. However, when I restarted SQL Agent from SSMS, it showed user name as system.
If Sql agent has been restarted from the services console, it should put the name of the user if I am not wrong.
