It fails about 1/4 of the way through. How do I verify if it is going to install SQL Server 2005 Express? I didn't see any options. Thanks.

I dont have any experience with BCM. The issue you are experiencing is related to BCM install most likely. Anyways, I tried a few things on my end.
I installed BCM 2007. As part of the BCM install, it automatically installs SQL server 2005 express edition with an instance name of MSSMLBIZ.
Then I launched Outlook, configured BMC successfully.
Then I uninstalled SQL Server 2005 express.
Launched Outlook and got the same error that you first (issue) started off with.
Then i uninstalled BCM completely.
Then I installed BCM and was able to laucn Outlook and configure BCM again. As part of the BCM reinstall, SQL Server 2005 express got installed again.
I installed BCM 2007 on windows 7 64bit.
I did some more research on the MS site and found this thread, it applies to BCM 2010 and not 2007. But the error you are getting on doing the reinstall is listed here.
Again I dont have any experience with BCM. Since you are able to install SQL Server express without any issues, it may be related to BCM install.
I am not sure what else to suggest. You could try one more thing.
Install SQL Server 2005 express edition and name the instance "MSSMLBIZ".
Enable remote connections on the SQL Server instance
Enable TCP/IP on the SQL Server instance
Install BCM 2007.
