I have a SQL 2005 server that has had SP2 (and GDR2 also) applied to the database, but for some reason the client tools did not get patched, so now I'm receiving errors when trying to create Maintenance plans.
My question is, can I run SP2 on the server and have it update the client tools only?
Also, will this require SQL server to stop or require a reboot to complete? Again, SP2 is already applied to the database.

Yes, on the Feature Selection screen, make sure that only Client Components is checked.
It should not require SQL Server to stop, and as long as there are no locked files found, it should not require any reboot. If locked files are found, see if you can kill the process locking the file in Task Manager (with appropriate caution, of course).
