Is it because management does not give them a clear expectation?

Or because they don't share the same vision as the company.
Or because no one mentored them enough.
Or there was a personality conflict.
Or stuff happened in their personal life that affected their work life.
Or a combination of all of the above.

they are not intested to work in that technology.
they might have chose the job coz they are frustrated to get the job.
there might not be enough help available from other member of staff for initial time period.

... they do not like what they do ... (yeah, direction, tools, technology or whatever)
... they do not like who they work with ... (coworkers, other teams/departments/organizations)
... they do not like who they work for ... (boss/manager/supervisor/users/business owners)
Let's get real here - no matter what you do in order to be successful it is rather simple.
- like what you do
- like who you work with - your peers and such
- like who you work for - irrespective of title, industry or what ever
Then you will be successful !
