I've attached my chart. Most of the data is less than 1. I've set the scale to minimum of zero so how come it starts at one? Also for Box Storage, it doesnt show the data point of .17, why is that?

ok, so i removed the y-axis scale from zero to blank and it now displays the bars for the values less than one, however, it's showing as if its a negative number. I need the bar to start at zero.
attach is new chart.

On your Y-axis tab check to see if you have any values in the Cross At field. I would suggest either putting in a zero or leaving it blank. It soulds like you have a 1 in there.

My cross is set at blank. When I set it to zero, it carries the x-axis labels inside. see new attachment

You have LOG scales instead of LINEAR. LOG scales must be positive, they cannot be negative or even zero (it's a math thing).
Also the "zero point" of a LOG scale is one(1) because:
LOG10(10)= 1
LOG10(1) = 0
LOG10(.1)=-1
That's what a LOG scale does.

Is there any way around this or is it just a limitation of SRS 2005?

It's a limitation of how Logarithms work in mathematics.
If you want it to start at zero, you will have to change the scale to be LINEAR instead of LOG.
