India definitely. They are outsourced heaven.
I don't think it is China. They are interested in engineering, not computer programming.

They're all growing. Asking which is faster isn't worth doing. It's too hard to answer without framing the question in some way. Statistics could show different growth rates depending on what's measured.

Your lack of planning does not constitute an emergency on my part...unless you're my manager...or a director and above...or a really loud-spoken end-user..All right - what was my emergency again?

Sure, as soon as I get the GPS that I got for last Christmas installed and the firmware upgraded, I'll let you know. In the meantime, just go to Patagonia, walk south until your hat floats, then swim until it doesn't, and you're there.

It changes, India and China have been the biggest but inflation may drive people away in the near future. Phillipines are the next big target from what I have seen. Target keeps moving due to inflation overtaking gains.
BTW I am King of Antartica and declare no need for taxes since who would really want to invade us anyway. Andone wanting to join make your reservations today while there are plenty of prime locations open, and don't forget imminent domain applies for penguins and other animals so if they move in you move out. 😛

The reservations are probably cheap knowing Antares. It will be the shipping cost of heating oil and power you'll have to worry about 😛

If you really think about it, it is the US that is growing fast in IT.
The IT growth in India, China, and the Philippines is to satisfy the demand for IT resources in the US. So it is really the consumption of IT resources by the US that is driving the growth those countries. If the wage differences between those countries and the US disappeared, the demand for IT in those countries would collapse, but the demand for IT resources in the US would still be there, so it is really the US market that drives IT growth.
