My maint plans (they are not really mine, but the sysadmin was connected as himself) are in 2 places: upgraded ones are in sysdbmaintplans that I can see and new 2005 ones are in sysmaintplan_plans that I can not see. It is just not in the user interface. sysmaintplan_subplans is visible in the system tables list in msdb, but sysmaintplan_plans is not. It also is not documented. All 4 plans - 2 upgraded and 2 new work. For the new plans I can see the names of the plans under Maintenance Plans container but I can not see this table sysmainplan_plans in the user inteface. For the old ones I can see the table in the user interface but can not see package names or icons. The good news I can query all of them by using code.
How can I open upgraded maint plan and is there one source where I can see old and new plans and their details?

sysmaintplan_plans is a system view. You can see this under msdb->systemviews.

The data is in the sysdtspackages90 table
