Have you tried to start the service? You can do that through the Management Studio interface or by opening the SQL Server Configuration Manager. You can even use netstart commands for the service. If these don't work, do they generate an error? If so, what's the error?

Open SQL Server Configuration manager
Right click and start the SQL Server Agent.
If the SQL Service is stopped it will automatically kick start the service.
If you get issue with logins open SQL Server Agent Properties -> and check the credentials.
Start the service.
