What privilege should we grant to a user for viewing Job Activity Monitor?

    Have you considered the SQLAgent roles, SQLAgentOperatorRole SQLAgentReaderRole, SQLAgentUserRole, in msdb?

    Look at their definitions in BOL and see if one of them fits what you want the user to be able to do.
