Based on this set of questions posted elsewhere by the same person, it looks like exam questions or homework questions to me.
It guess it could be interview questions too. In which case, the answer definitely needs to be "I don't know."

It is listed under "Homework Help" on that Yahoo link.
OP, I would highly recommend you do the research to answer these questions. If you just post stuff around the internet looking for answers you aren't going to learn anything.

Use BOL and see if searching on "scaling out" has anything. It sounds physical in nature.
Come to think of it, BOL might be a good source for some other questions you might have.
