I'm new to the SQL environment. Recently setup SQL server, however, someone else will be doing the actual programming and setting up of our databases. What tools do they require on their client workstation to accomplish this? They are asking for a full version of SQL server. Is that necessary?

A full version is not. You can install the client tools. That should be sufficient. They are part of the same install package.

If they need to have a copy for testing they can install MSDE which has a few limitations but for the most part works just like the Full Engine versions and will not be a cost issue.
