Almost 4 years ago I blogged about migrating a on-premise SQL database to Azure SQL. I'm sure that in the intervening time, that process has changed. So, what are the steps today (August 2018) to migrate, or at least duplicate an on-premise SQL Server database to Azure SQL?

I've got a post here on SSC, which looks like it addresses my question. Following this I'm starting to run the Extract Data-tier Application. I've specified a different location to store the DAC package, but the Extract Data-tier Application wizard complains with an error that says, "Invalid file name". The file name is a valid Windows filename, so I don't understand what the problem is.
