A database goes offline when someone runs ALTER DATABASE <database name> SET OFFLINE or right clicks the database Tasks -> Set offline. That's a user operation. If you have a database that keeps going offline, speak to your colleagues and find out who's doing it.
A database goes suspect when corruption is encountered during the rollback of a transaction or during the restart recovery process. It means your database is damaged and that you need to find and restore your last good backup.
