Weird behaviour of SQL 2014 Web Edition

    I have a 32 core AWS server with 4 SQL Server 2014 instances installed. As we all know, SQL Sever 2014 Web Edition only supports 16 cores. Therefore no single instance should take more than 50% CPU on that server. I've seen one instance taking over 80-90% CPU, which would be 25-29 cores.

    How is this possible?

    Not sure, but I suspect some aspect of however AWS virtualizes the hardware has some impact on what constitutes a "core". I also suspect you might get a much faster answer just by talking to a tech-support type at Amazon.
