Micrsofot's MSDN library has a few things, try the Netscape develoeprs pages and I thin the W3c site has a lot on it. But overall the only things I have every really seen were be consistant, keep size as small as possible, and don't overload the screen with a lot of info. But there are tips everywhere on the various developement sites just google for it and also google the groups for comments.

w3c is usually a good place to start.
is a very good site for ui design (usability/ functionality rather than prettiness). Needs a bit of ploughing through, but there's a lot of interesting ideas in there.
is a good one for coding for simple html & styling with css.
I tend to find this page is a useful...

and last but not least (apparently)
http://bobby.watchfire.com/bobby/html/en/index.jsp
for accessibility
