Vertical header

I'm finding reporting services difficult to control the formatting. I need a vertical header and it needs to repeat on each page; anybody know if this can be done?

I inserted the header as an image but the problem with that is, it will only repeat on each new page that is associated with the "data region" which you can only tie to a table. So I tried entering the text portion of my report into a table instead, but formatting is hella hard. You can't return, tab, etc... I tried using the space function; for example: =Space(10) &" • Framing" but when you export it to pdf the formatting doesn't stay.
Anybody know of any tricks to get pass this?
