    I will try to make it simple and I hope reader will be able to understand what I am trying to ask.

    I create a user

    Grant him select on views.

    someone drop those views

    someone creates the same view again with the same name and same field.(why would they drop it in the first place?)

    My question is:

    Does user have permission to see the views or not since someone drops and re-creates the view.

    Simply put, no. Permissions to an object are deleted with the object.
