Is there a way to see the history of a user's logged in. I'd like to know the last time a user logged in. How would I do that?

You need to enable auditing. You can audit successful logins, failed logins, or both. Search for audit logins in Books Online.
If you don't have auditing enabled yet and you need this information for something that has already happened, then I think you're out of luck.
