Does SQL-Server (2000) provide any way for a user to write a T-SQL-callable function in C++ and package it as a COM object on the server?

you can create ethier a COM object and use sp_OA procedures to call it or write an extended stored procedure install it on the master and call it using the standard exec ! For user defined functions AFAIK nothing has been published
