I have installed SQL Server many times but always using per processor licensing. We are adding a new server for a specific application that will have a limited number of users. We are purchasing 20 or so user cals.
My question is how do those user cals get assigned? Is it a simple matter of who gets added in SQL Server security and you a have a max of twenty users? What about the builtin/administrators, does that take up a cal?

Each user who will access the sever will need a CAL. All it really is, is a piece of paper that tells you how many users can access the system. If you have three administrators that access the system using the the builtin\Administrators group, each needs a CAL. Each user can have multiple connections.
