  If I buy SQL User CAL, does that allow the user to be able to access ANY SQL server, or would I have to have a second SQL User CAL for the user to access a 2nd instance?

  A SQL User CAL grants access for the user it is assigned to access all SQL Servers of the approriate version (and lower). To be absolutely sure, contact your software provider or Microsoft as this information is simply my opinion and has no standing with Microsoft.
