Management studio is a separate install in SQL 2016.
Download it (the 2016 installer has a link) and install it manually.

If it links to the SSMS installer, sure.
The installation center (on the SQL 2016 installation media) has a link.

I've been using SSMS 17.1 against SQL Server 2012 & 2014 instances w/o any issues.
Here is the download link: https://docs.microsoft.com/en-us/sql/ssms/download-sql-server-management-studio-ssms

The default install location is here: C:\Program Files (x86)\Microsoft SQL Server\140\Tools\Binn\ManagementStudio\Ssms.exe
Pin Ssms.exe to your Start Menu or Task Bar. You can also remap the default "Open With" application for .sql files and .sqlplan file types.

SSMS 2012 and SSMS 2016 are different applications. Hence your existing shortcuts will still open SSMS 2012.
