We are currently running SQL Server version: Microsoft SQL Server 2016 (SP2-CU12) (KB4536648) - 13.0.5698.0 (X64) Feb 15 2020 01:47:30 Copyright (c) Microsoft Corporation Standard Edition (64-bit) on Windows Server 2016 Standard 10.0 <X64> (Build 14393: ) (Hypervisor)
Can we upgrade straight to CU15 for CU12? Or do we have to do each version in between?
We are running SSMS v17.7 should we also upgrade SSMS to v18.8?
Microsoft SQL Server Management Studio 14.0.17254.0
Microsoft Analysis Services Client Tools 14.0.1016.251
Microsoft Data Access Components (MDAC) 10.0.14393.0
Microsoft MSXML 3.0 5.0 6.0
Microsoft Internet Explorer 9.11.14393.0
Microsoft .NET Framework 4.0.30319.42000
Operating System 6.3.14393
Also, any recommendations on upgrading to 2017 or 2019?
Thank you very much!

I also have older versions showing in my installed programs. Can I remove these older versions of SQL? Or will it affect my current SQL Server? Thanks!

Can we upgrade straight to CU15 for CU12: yes . CU's contains the patches since SP2
SSMS: check releasenotes https://docs.microsoft.com/en-us/sql/ssms/release-notes-ssms?view=sql-server-ver15
