I have moved a DTS package from one server to another but when I try to edit the package it gives an error that says
"Error Source: Microsoft Data Transformation Services (DTS) Package"
"Error Description: Unspecified Error" and then "The selected package cannot be opened. The DTS Designer has been closed."
It opens fine on the original server but not on the new one. Both are SQL SERVER 2000 SP3 on Windows 2003.
Any ideas?

How you moved the DTS package from the source server to the other server?
The reason for the error is that on the original server you have mentioned that you are trying to get the data from the source which might not be the same on the moved server.
To rectify the same, try to save the original dts package and copy over the file to the requried server.
Then open Enterprise Manager -> Data Transformation Services -> Right Click and select All Tasks -> Open Package. here you select the folder where you have copied over the dts file. after opening it, you save it on the local system. Now you can edit the package and modify accordingly.

I've moved it using the method you described, I also tried using DTSBackup2000

Try this:
On the original server, save the DTS package to a Visual Basic File.
Open it up in Notepad, do a find and replace for the old server name to the new server name. Save it and close notepad.
On the new server, right-click the Data Transformation Services folder object on the left pane of EM. Select Open Package. Change files of type to All Files and go get your DTS.
