Have you tried to uninstall via add/remove programs or SQL Setup?
Do you get an error message?

You want to uninstall SQL Server. Pay attention to the prompts as you'll tell it what you want to uninstall (in this case just SSIS and leave the rest alone).

I just uninstalled SQL Server 2008 and 2005 from a machine.
I used add/remove programs.
There is a form in which you check the options that you want to uninstall.
