Look in your windows eventlogs for application and system errors relating to the MSSQL service. This contains the clue to why it is not resarting.

just type eventvwr.msc to bring ur event viewer where u can find the errors related to sql server service startup lok for the errors in application and system logs and for the type sql server and related service.

i did some research my own and i fixed the problem 10x all anyway.
i Checked network protocols for SQL Server in the SQL Configuration Manager application. the VIA protocol was enabled so i had to disable it and then i restarted the SQL Server service .
it worked
