Can you ping the server by name and IP?
Can you create an ODBC connection to it at all?
Has the client ever been able to connect to the SQL Server or is this a new installation of something?
If the client was able to connect previously, what has changed?

It seems that client does not have permissions to connect to the server.

Or the server is down. This can be a network or permissions error.

Also could be a resource problem. First thing I'd check is if you yourself can connect. If you can, then it's time to walk the road of network and security.
