anybody knows the new rule for VISA Processing posted by UK Consulate.

Why don't you look it up on their web site? Again I think UK is the same as US, you need to find a company to sponsor you before you can apply a working permit. That means you need to find a job in UK first before you can apply the permit.

...and as I recall, tourist visa's can't be turned into work visa without you leaving the country (even if for just a short while)....
Definitely check the requirements, you wouldn't want to get "caught" in the wrong paperwork mess.

BTW, if you get caught once, your name will be in the immigration office black list. Then don't even bother to think of going back to UK.
