Truncating tables with foreign key constraints

  What is the best way to truncate a table with many Foreign Key Constraints without deleting the relationships?  Is this possible?

  You can disable them but only for UPDATES and INSERTS, not DELETES from what I find and BOL and have seen firsthand.
