Just began seeing this message again this week. Developers and myself are getting this when connecting through management studio.
MESSAGE FROM MGMNT STUDIO
Connect to Database Engine:
Cannot connect to database
Addit info:
Timeout expired. The timeout period elapsed prior to completion of the operation or the server is not responding (MS SQL Server).
System users are receiving ODBC connection failed. Unable to log into the db.
[MS][SQL native Client]Unable to complete login process.
Object 'OdbcConnection' could not be created
The connection errors are sporadic and once we re-attempt connection there is no problem. Had the same issue a few months ago for about a week and it disappeared.
System performance is good, network looks good. Anyone come across this before? I am reading this: http://msdn.microsoft.com/en-us/library/ms190181.aspx
but wanted to reach out to you all as well.

I'd run a server-side trace to see what kind of queries are being run to understand why I might be getting intermittent time outs. That or look to see if something is up with the network.
